What is the Anti-Static Freezer (1747-10S)?
It is used as a troubleshooting aid for intermittently faulting capacitors, resistors, semiconductors, and other defective components. The rapidly evaporating liquid super-chills isolated areas and increases visibility of cold solder joints, cracks in printed circuit boards and oxidized junctions.
Why should you use the Anti-Static Freezer when diagnosing static sensitive electronics?
Engineered for sensitive electronics
Designed for performing diagnostic work on static sensitive components and devices. It contains a small amount of an alcohol that dissipates static, and prevents it from building up which is critical when working with ESD-sensitive components.
Liquid refrigerant spraying from a can of freeze spray tends to generate a static change, which can be problematic if spraying static sensitive components and devices. Furthurmore, if a plastic straw and spray head is also involved, they can become charged. Grounding with a strap and alligator clip won’t help on the plastic parts of the freeze spray packaging.

Additional Information
How should you use the Anti-Static Freezer?
Spray on board to determine the area where the failure is occurring. Attach the extension tube and spray on individual components until the failed component has been isolated.
More about Anti-Static Freezer (1747-10s) Refrigerant:
Techspray's Anti-Static Freezer (1747-10s) contains nonflammable refrigerant that are safe to use on powered electronics and electrical devices
HFC-134a (1,1,1,2-Tetrafluoroethane, CAS #811-97-2) is the most common refrigerant because it is nonflammable, readily available, and reasonably priced.
However, there are environmental concerns with HFC-134a because it has a Global Warming Potential (GWP) of 1400, which means it has 1400 times the impact of CO2. On the plus side, it is not considered a VOC (Volatile Organic Compound), so does not contribute to smog.
